Nuclear Non-Proliferation and 50th Anniversary of Science Cooperation Between Russia and U.S.

On June 16 and 17, 2009 "Iris" congress hotel in Moscow became the venue of and outstanding event - "Non-proliferation of Nuclear Arms" Conference. The forum was organized for Russian finalists of the "Open World" program in the category of nuclear arms non-proliferation. The challenge of the organizers - American Councils for International Education - was to enhance within the framework of "Open World" program the efficiency of the program and provide the finalists and representatives of receiving organizations opportunities to meet and share experience and new ideas.

The conference was attended by representatives of American receiving organizations. Mark Leek, senior researcher of Pacific North-West Center for Global Safety at "Battel" Pacific North-West Division of, co-director of United Institute for Global and Regional Safety Studies.
John Randolpf, specialist of the Department of Global Nuclear Safety and Technologies, Oak Ridge National Laboratory.
Lewis Madanick, head of "Open World for the Finalists ", Washington D.C.
And Conference Organizers:
Alexander Khilkov, director of "Open World" Center, Russian Office, Moscow.
Natalya Padchina, coordinator of "Open World for the Finalists", Moscow.

"Open World" program strengthens Russian-American relations, opens new paths for the intercourse between political and public figures of Russia and USA. The Russians are provided with an opportunity to know and see with their own eyes joint US-Russian projects in the field of nuclear non-proliferation. At the conference the speakers noted that a trip to the US is another opportunity to establish new contacts both with the public and with organizations, to exchange opinions, to acquire a tremendous array of useful and necessary information. An emphasis was made on the professional development of the program making all meetings interesting and fruitful. The Russians can meet scientists and nuclear non-proliferation specialists, visit leading research facilities and nuclear objects, universities and government organizations dealing with nuclear nonproliferation.

A wish for the future:

  • To invite to the program representatives of Russian non-governmental organizations and mass media.

  • Headline the experience of cooperation between the U.S. government bodies and American non-government organizations in the field of nuclear non-proliferation, how the public is involved in public assessments and hearings.
  • On the 17th of June, 2009 all participants of the conference were invited to a reception devoted to the 50th anniversary of science cooperation between the Russian Academy of Sciences and the U.S. National Academy of Sciences to Spaso-House - residence of American Ambassador.

    Representatives of the American Embassy in Moscow, head of Russian and U.S. Academies and numerous guests of Spaso-House celebrated the fiftieth anniversary of scientific cooperation between our countries.

    John Beyrle - U.S. Ambassador, Yury Osipov - President of the Russian Academy of Sciences, and Ralph Cicerone - President of the U.S. National Academy addressed the participants their words of welcome. Hillary Rodham Clinton - U.S. State Secretary addressed the conference her videomessage.

    The reception was attended by Andrei Fursenko - Minister of the Russian Federation of Education and Science, Dr. Nina Fedoroff - the Science Advisor to the Secretary of State and USAID and representatives of the Russian Academy of Sciences and U.S. National Academy.
