I alerted the US Department of Defense about $20M stolen from Defense
Enterprise Fund (DEF), a program to convert the former Russian producers of weapons of mass destruction (anthrax, nuclear, etc). A DOD Audit proved the theft, but the guilty American managers were not even reprimanded.
When Vector Plant of Novossibirsk, the Soviet Army`s prime facility for
producing militarized anthrax and smallpox spores, asked for just $1M to convert itself -- DEF did not have the money: this money was spent to finance the COO`s private apartment in Moscow.

Mikhail Piskunov, Center for promotion of civil initiatives,
The Site of the Citizens’ Center for Nuclear Nonproliferation can be highly estimated by most diverse criteria/ On the whole it is good because it is information-intensive and is updated daily. Its ponderability is formed by numerous inputs: it concentrates publications from Russian and foreign press on the problems of disarmament, nuclear and radiation safety and other important subjects; it features a rich archive of publications, “Exclusive” section publishes their own materials, the site has «Forum», our « Guests» sections etc. To find material needed on the subject of interest helps «site search» program and had ample opportunities to corroborate it. To my mind, section «Documents» that can place regular reviews of new Russian laws and legal acts (and the documents themselves will be even better) on nuclear and radiation safety and adjacent areas can further increase the efficiency of the site. This will make possible not only enhance awareness of the public, NGOs and mass media in the field of law, but will help strengthen remedial basis – this, beyond any doubt will benefit the safety of the society.
Wishes of new success! Chairman of the Council of «Center for promotion of civil initiatives » (Dimitrovgrad)

I would appreciate if you could list this site as a link and would welcome your help in making this site more complete and informative. For now, the site only has information about one Program financed with Nunn-Lugar money, and I hope to expand it.
